Almost everyone accepts the fact that crime can never be wiped out entirely. Thus control of crime becomes the focus of police and government around the world. The question lawmakers must answer is, "which system of criminal punishment works best for society?" Each country has developed its own ideas for solution to this question, and these solutions then determine how criminals are punished under different systems. However, none of the current systems in use has proved 100 percent effective. There are many ideas about punishment of criminals. Some systems look only to get retribution(惩罚) against criminals. These systems, work to frighten criminals away from repeating a crime in the future.

These systems also try to deter(威慑) others in society by using the criminal as an example of what can happen to a person if he or she is caught committing crimes. Rehabilitation(悔过) is another philosophy by which many systems of punishment operate. The goal of these systems is to return a former criminal to society after a required period of treatment and training, usually in prison. The idea is to help change the person's behavior and approach so that he or she becomes a law-abiding citizen.

Capital punishment is another form of punishment which systems use in extreme criminal cases, sometimes involving such crimes as a murder, rape, and violent theft. In these cases, the person is put to death. Today, capital punishment is used in relatively few countries. Many countries have done away with it. In other words, capital punishment remains only in officially law books but is rarely used. However, capital punishment remains in use in some countries including the United States.

41. Now police and government around the world concentrate their attention on how to ____.

A. punish the person who commit crimes

D. determine the punishment of crimes

42. Which of the following purposes is NOT mentioned?

A. Frightening criminals and stopping them from committing crimes again.

B. Warning others in society not to commit crimes.

C. Reforming criminals and helping them to return to society.

D. Helping criminals get some knowledge of law.

43. The underlined term "capital punishment" probably means ____.

A. to pay money for his crime

B. to sentence someone to death

C. to keep the criminals in prison for a whole life

D. to punish someone heavily

44. Which of the following statements is NOT true?

A. Many countries including USA have got rid of capital punishment.

B. In some countries capital punishment is only found in books but is hardly used.

C. Capital punishment is only used in extreme criminal cases.

D. Some countries still use capital punishment.

B

It is natural for young people to be critical of their parents at times and to blame them for most of the misunderstandings between them. They have always complained, more or less justly, that their parents are out of touch with modern ways; that they do not trust their children to deal with crises; that they talk too much about certain problems, and that they have no sense of humor, at least in parent-child relationships.

I think it is true that parents often underestimate their teenage children and also forget how they themselves felt when young.

Young people often irritate(激怒) their parents with their choices in clothes and hairstyle, in entertainers arid music. This is not their motive. They felt cut off from the adult world into which they have not yet been accepted. So they create a culture and society of their own. Then, it turns out that their music, entertainers, vocabulary, clothes or hairstyles irritate their parents. This gives them additional enjoyment. They feel they are superior, at least in a small way, and that they are leaders in style and taste.

Sometimes you are resistant and proud because you do not want your parents to approve of what you do. If they did approve, it looks as if you are betraying your own group. But in that case, you are assuming(自负) that you are an underdog: you can't win but at least you can keep your honor. This is a passive way of looking at things. It is natural enough after long years of childhood, when you were completely under your parents' control. But it ignores the fact that you are now beginning to be responsible for yourself.

If you plan to control your life, co-operation can be part of that plan. You can charm others, especially your parents, into doing things the way you want. You can impress others with your sense of responsibility and initiative(进取心) so that they will give you the authority to do what you want to do.

C. feel ashamed to be controlled by their parents

D. hope to win over the adults

Most students who dropped out of school in the United States admit they made a mistake by giving up and some say they might have stayed if classes were more challenging, according to a report released on Thursday.

Researchers said they were surprised to find that a majority of the 467 dropouts they interviewed were not, most people would consider, underachieving (学习成绩不良) troublemakers and losers.

One third said they were failing in school, but more than six out of ten were maintaining C averages or better when they gave up: Almost half said they were bored or that the class work seemed irrelevant(不相关).

"The teacher just stood in front of the classroom and just talked and didn't really like to involve you. " A young female student from Baltimore said.

"There wasn't anybody to keep me there," said a young man from Philadelphia who dreamed of going to college but gave up high school with one year to go and is now unemployed.

"There wasn't any learning going on," another complained, "they make you take classes in school that you are never going to use in life. "

Three out of four said if they could turn back the clock they would choose to stay, and eight out of ten said they now recognized that a high school diploma was important to succeed in life.

Statistics show they are right. A high school dropout on average earns $ 9,200 less a year than a high school graduate, and about $ 1 million less over a lifetime than a college graduate.

"They struck us as articulate(讲话清晰), capable," said John Bridgeland, one of the reports authors. "These kids wanted to be doctors, nurses, engineers and astronauts, and then they hit the schoolhouse door. They are faced with an environment which is not inspiring, not engaging and often disorderly and unsafe. "

"Some had high grades and were just bored out of their mind," Bridgeland told reporters in a telephone interview. "They found no connections between classroom, life and their career aspiration. "

People born in autumn live longer, than those born in spring and are less likely to fall ill when they are older, according to an Austrian scientist. Using census (人口普查) data for more than one million people in Austria, Denmark and Australia, scientists at the Max Planck Institute in the northern German town of Rostock found the month of birth was related to life expectancy(寿命) over the age of 50.

Seasonal differences in what mothers ate during pregnancy(怀孕), and infections occurring at different times of the year could both have an impact on the health of a newly-born baby and could influence its life expectancy in older age. "A mother giving birth in spring spends the last phase of her pregnancy in winter, when she will eat less vitamin than in summer, " said Gabriele Doblhammer, one of a team of scientists who carried out the research. " When she stops breast-feeding and starts giving her baby normal food, it's in the hot weeks of summer when babies are prone (易于) to infections of the digestive system."

In Austria, adults born in autumn(October-December) lived about seven months longer than those born in spring( April-June) , and in Denmark adults with birthdays in autumn outlived those born in spring by about four months. In the southern hemisphere, the picture was similar. Adults born in the Australian autumn, the European spring, live about four months longer than those born in the Australian spring. The study focused on people born at the beginning of the 20th century, using death certificates and census data. Although nutrition at all times of the year has improved since then, the seasonal pattern remains, Doblhammer said.

But on the other hand, according to a study of more than 40,000 people, those born in spring and summer report themselves luckier than those born in autumn or winter. Professor Richard Wiseman, who led the research explained the temperature at the time of birth might influence the development of the brain and seasonal factors make a difference as well.

B. The study focused on people born in the late 20th century.

C. What mothers ate during pregnancy could have an impact on,the babies' expectancy in older age.

D. A mother giving birth in spring eats less vitamin during the last phase of her pregnancy.
