The illegal drug trade in the US. Is a multi-billion dollar industry. Until now, the war on drugs(毒品) focused on undercover(秘密的) police officers who arrested dealers selling drugs on street corners.
But a law passed by Congress in 1984 is taking over. The law allows judges to seize(没收) the assets(资产) of drug dealers. It seems to be doing the trick. After a slow start and some bureaucratic(官僚主义的) problems, the government in now seizing billions of dollars and hundreds of luxuriou7s cars, expensive homes, businesses, airplanes and other goods from dealers.
Federal agents say that’s worse punishment than jail. Drug Kingpins take jail in stride(从容地对付) because it’s just part of the cost of doing business. But taking away their assets strikes at the heart of their business.
Since 1985, federal agents have seized more than $900 million in drug dealers’ assets, including 2,000 pieces of property, 500 boats, 54 businesses and 245 airplanes. The goods are sold at auctions and the money from the sales goes to the federal government.
Some police departments use the money to buy vehicles, weapons and surveillance(监视) equipment, to pay narcotics officers to work overtime or to build new prisons.
However some critics aren’t sold on the new law. Lawyers who defend drug dealers say the law is unconstitutional(违反宪法的) because it allows the government to take money that drug dealers would otherwise use to pay attorneys. That means the drug dealers must use lower-priced attorneys. But the government contends the Constitution guarantees only the right to an adequate defense, not the right to an expensive lawyer.
Critics also say the government went too far when it mounted a campaign (开始实施一项计划) called Zero Tolerance. Under the program, the government gook cars, boats and other belongs of people found carrying even the smallest amount of marijuana across the Canadian or Mexican borders. An American teacher shortage that left many schools without qualified people running classrooms appears to be ending. Maths, science and English language teachers are still few and far between(稀少).
