People do not analyze every problem they meet. Sometimes they try to remember a solution from the last time they had a similar problem. They often accept the opinions or ideas of other people. Other times they begin to act without thinking. They try to find a solution by trial and error. However, when all these methods fail, the person with a problem has to start analyzing. There are six stages in analyzing a problem.

First the person must recognize that there is a problem. For example, Sam’s bicycle is broken, and he cannot read it to class as he usually does. Sam must see that there is a problem with his bicycle.

Next the thinker must define the problem. Before Sam can repair his bicycle, he must find the reason why it does not work. For instance, he must determine if the problem is with the gears, the brakes, or the frame. He must make his problem more specific.

Now the person must look for information that will make the problem clearer and lead to possible solutions. For instance, suppose Sam decided that his bike does not work because there is something wrong with the gear wheels. At this time, he can look in his bicycle repair book and read about gears. He can talk to his friends at the bike shop. He can look at his gears carefully.

After studying the problem, the person should have several suggestions for a possible solution. Take Sam as an illustration. His suggestions might be: put oil on the gear wheels; buy new gear wheels and replace the old ones; tighten or loosen the gear wheels.

Eventually one suggestion seems to be the solution to the problem. Sometimes the final idea comes very suddenly because the thinker suddenly sees something new or sees something in a new way. Sam, for example, suddenly sees that there is a piece of chewing gum between the gear wheels. He immediately realizes the solution to his problem : he must clean the gear wheels.

Finally the solution is tested. Sam cleans the gear wheels and finds that afterwards his bicycle works perfectly. In short, he has solved the problem.

Scholars and researchers have tried to discover what personality characteristics go along with success in intercultural experiences. Their findings have often been unclear or incomplete. But three characteristics stand out in their reports: patience, a sense of humor, and the awareness of being unclear.

Patience, of course, is the ability to keep calm even when things do not go as one wants them to, or hopes they will, or has even been sure they will. Impatience sometimes brings improvements in relations with other people, but usually it does not.

A person with a sense of humor is less likely to take things too seriously and more ready to see the humor in her own reactions than is a humorless person. The value of a sense of humor really needs to be paid more attention to.

“The awareness of being unclear” is a more difficult concept than patience or a sense of humor. Foreigners often find themselves in situations that are unclear to the newcomers. That is, they do not know what is happening in the situation. Perhaps they do not understand the local language well enough, or they do not know how some system or organization works, or they can’t be sure of different people’s roles in what is going on. “It’s like I just got here from the moon,” a Chinese graduate student who newly arrived in the United States said, “things are just so different here.”

There are a great many careers in which the increasing emphasis is on specialization. You find these careers in engineering, in production ,in statistical work, and in teaching. But there is an increasing demand for people who are able to take in a great area at a glance, people who perhaps do not know too much about any one field. The generalist—and especially the administrator—deals with people; his concern is with leadership, with planning, and with direction giving. He is an “educated” man; and the humanities are his strangest foundation. Very rarely is a specialist capable of being an administrator. And very rarely is a good generalist also a good specialist in a particular field. Any organization needs both kinds of people, though different organizations need them in different proportions. It is your task to find out, during your training period, into which of the kinds of jobs you fit, and to plan your career accordingly.

Your first job may turn out to be the right job for you—but this is pure accident. Certainly you should not change jobs constantly or people will become suspicious of your ability to hold any job. At the same time you must not look upon the first job as the final job; it is primarily a training job, an opportunity to understand yourself and your fitness for being an employee.

Beijing is set to lift its12-year-old ban on fireworks for the traditional Spring Festival holidays, probably starting from next Chinese Lunar New Year in January 2006.

Zhou Jidong, director of the Legislative Affairs Office of the Beijing municipal government(市政府), told a press conference last Thursday that his office has completed the draft(草案) regulations on firework safety supervision.

Under the draft regulations , setting off fireworks will be allowed in the capital city’s eight downtown districts from the Eve of the Lunar New Year to Lantern Festival 15 days later. When the draft regulations were posted on the municipal government’s website for suggestions, local residents gave a total of 969 pieces of advice, with 70 per cent in favour of lifting the ban. Related surveys suggest local people who want to light fireworks during Spring Festival range from 50.4 per cent to 86.3 per cent.

In fact, the voice of opposition and criticism has never ended since the municipal government introduced the ban in 1993, considering pollution, noise, fire worries and personal injuries caused by letting off fireworks.

Opponents accused the government of introducing the ban only for the sake of facilitating its management role while disregarding the will of the people. Worse, they say, the ban threatened to break down the age—old traditions of celebrating Spring Festival among Chinese people.

Partly due to this endless objection, about 106 out of a total 282 Chinese cities that had followed Beijing’s lead in banning fireworks have already dropped the ban.

This passage mainly introduces Beijing’s draft regulations to lift its ban on fireworks for the Spring Festival holidays due to more and more objection from people.

As a fact, setting off fireworks can cause serious damage. First ,it can easily cause fire, which threatens people’s property and lives. The dropping of fire caused by fireworks in cities has proved the benefit of the ban itself. Second, fireworks can be a threat to people’s health and the environment, because they cause noise pollution and air pollution. On the other hand, the ban makes the traditional festival less attractive, which in long term does harm to the relationship between family members and people’s value on the Chinese tradition. The fact that more and more people, especially the younger generation, turn to celebrate foreign festivals is really worrying.

In my opinion, to let people experience more fun, to let more people hold on to the Chinese tradition and value, we should lift the ban , but only during the Spring Festival. Meanwhile, we should urge all citizens to be on alert during the period, and departments involved should get prepared for emergency
